(S. 3245) Blue Carbon for Our Planet Act

This bill establishes the Interagency Working Group on Coastal Blue Carbon to (1) assess the impediments to the conservation and restoration of coastal blue carbon ecosystems, and (2) establish national conservation and restoration priorities regarding these areas. Coastal blue carbon ecosystems are vegetated coastal habitats and include mangroves, tidal marshes, and other tidal, freshwater, or saltwater wetlands that have the ability to sequester and store carbon.

(S. 1537) Strategic Energy and Minerals Initiative Act of 2021

This bill requires federal actions to increase competition in global energy and critical minerals markets. It also reauthorizes through December 31, 2031, the Export-Import Bank. Specifically, the bill authorizes the U.S. International Development Finance Corporation to provide support for energy projects and for producing, processing, manufacturing, or recycling critical minerals. The corporation may not prohibit or restrict its support based on the type of energy involved in a project.

(S.3866) Ocean Regional Opportunity and Innovation Act of 2022

A bill to establish Ocean Innovation Clusters to strengthen the coastal communities and ocean economy of the United States through technological research and development, job training, and cross-sector partnerships, and for other purposes.

(S.1352) Permitting Reform Bill.
Improves the quality and timeliness of Federal permitting and review processes with respect to critical mineral production on Federal land, and for other purposes. Requires the Secretary of Interior and Secretary of Agriculture to establish and adhere to timelines, track and report on scheduling progress, and allows for concurrent reviews.

(S. 1537) Strategic Energy and Minerals Initiative Act of 2021

A bill to modernize certain Federal agencies for an era of strategic energy and mineral competition, and for other purposes.

(S. 3892) Conservation Reserve Program Improvement Act of 2022

A bill to amend the Food Security Act of 1985 to improve the conservation reserve program, and for other purposes. Intended to make the program more accessible for grazing.

(S. 2484) CRP Flexibility Act of 2021
To require the Secretary of Agriculture to allow for emergency haying during the primary nesting season in response to drought or land loss under the conservation reserve program.

(S. 2437) Expediting Forest Restoration and Recovery
Requires the USFS to expedite hazardous fuel or insect and disease risk treatments on more than 70 million acres of National Forest System lands. Additionally, allows for states to form good neighbor agreements for authorized restoration services, and requires the USFS to annually report treatment areas, and prioritize reducing threats of infestation and wildfires.

(S. 2207) HB-2 Visa Expansion Bill
Temporarily expands availability of H-2B visas to address the forest management backlog of wildfire restoration, timber supply, and carbon sinks.

(S. 1475) Livestock Regulatory Protection Act of 2021
A bill to amend the Clean Air Act to prohibit the issuance of permits under title V of that Act for certain emissions from agricultural production.

(S. 1458) Cover Crop Flexibility Act of 2021
A bill to amend the Federal Crop Insurance Act to encourage the planting of cover crops following prevented planting, and for other purposes.

(S. 218) A bill to approve certain advanced biofuel registrations, to require the consideration of certain advanced biofuel pathways, and to reduce greenhouse gas emissions, and for other purposes.

(S. 193) Adopt GREET Act
This bill requires the EPA to update the methodology used in life-cycle analyses of greenhouse gas emissions that result from the production and use of corn-based ethanol and biodiesel fuel. The EPA must update its methodology within 90 days and every five years thereafter. In the first update, the EPA must adopt the most recent Greenhouse gases, Regulated Emissions, and Energy use in Transportation model (commonly referred to as the GREET model) developed by Argonne National Laboratory.

(S. 923) RECYCLE Act of 2021
This bill provides support for recycling programs. Specifically, the bill requires the Environmental Protection Agency (EPA) to establish a program to award grants to improve the effectiveness of residential and community recycling programs through public education and outreach.

(S. 521) Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2021
This bill directs the U.S. Postal Service (USPS) to sell each copy of the Multinational Species Conservation Fund Semipostal Stamp and notify Congress when all copies have been sold. Proceeds from the sale of these stamps will be directed towards the U.S. Fish and Wildlife Service conservation efforts for species around the world. 

(S. 335) Tropical Forest and Coral Reef Conservation Reauthorization Act of 2021
This bill extends through FY2026 authority for debt-for-nature swaps and debt buyback programs that reduce or convert debt obligations from eligible countries to the United States into funding for nature conservation and protection efforts in that country.


(S. 3214) SMART Energy Act

A bill to promote domestic energy production, to require onshore oil and natural gas lease sales, development of renewable energy on public lands, and offshore oil and natural gas and wind lease sales, and for other purposes.

(S. 2256) Charitable Conservation Easement Program Integrity Act of 2021
A bill to amend the Internal Revenue Code of 1986 to limit the charitable deduction for certain qualified conservation contributions, with the goal of limiting abuse of easement deductions and preserving true conservation efforts.

(S. 2561) Amends Forest and Rangeland Renewable Resources Planning Act of 1974 and the Federal Land Policy and Management Act of 1976 to provide that a land resource management plan or land use plan obtained under those Acts are not to be considered a continuing Federal agency action or control for a distinct Federal purpose.  

(S. 2564) Protect Collaboration for Healthier Forests Act
Establishes a pilot program under which the Chief of the Forest Service may use alternative dispute resolution in lieu of judicial review for certain projects. The program would authorize USFS to use binding arbitration in Montana, Idaho, and Wyoming to allow for greater efficiency in collaborative forest projects. 

(S. 171) Keystone XL Pipeline Construction and Jobs Preservation Act
This bill authorizes the TransCanada Keystone Pipeline to construct, connect, operate, and maintain the pipeline facilities in Phillips County, Montana, for the import of oil from Canada to the United States.

(S. 3277) Section 401 Certification Act

This bill enacts section 401 of the Federal Water Pollution Control Act in order to provide regulatory certainty for infrastructure projects and road construction.

(S. 3998) Real Emergencies Act

A bill to clarify the inability of the President to declare national emergencies under the National Emergencies Act, major disasters or emergencies under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and public health emergencies under the Public Health Service Act on the premise of climate change, and for other purposes.

(S. 3456) Navigable Waters Protection Act of 2022

A bill to enact the definition of "waters of the United States" into law, and for other purposes.

(S. 2373) American Nuclear Infrastructure Act of 2021
To reestablish United States leadership in nuclear energy, secure America’s uranium supply, revitalize nuclear energy infrastructure and advancement, and improve regulations for nuclear energy.

(S. 2567) Navigable Waters Protection Act of 2021
Codifies the Navigable Waters Protection Rule (NWPR) which clearly identifies four categories of jurisdictional waters with inarguable exclusions and gives more flexibility to states for best practices in water management.

(S. 451) Composite Standards Act of 2021
This bill directs the National Institute of Standards and Technology to (1) implement the recommendations in a specified report to help facilitate the adoption of composite technology in infrastructure, and (2) conduct a pilot program to assess the feasibility and advisability of adopting such technology in sustainable infrastructure.

(S. 497) American Fisheries Advisory Committee Act
Directs the National Oceanic and Atmospheric Administration to establish a committee to advise on grants and pursue sustainable fishery management to maximize economic benefits. Members of the committee will represent a variety of regions and sectors of the fishing industry.

(S. 2542) American Grown Act
A bill to require that certain agencies only procure cut flowers and cut greens grown in the United States, and for other purposes.

(S. 3459)

A bill to prohibit a Federal agency from promulgating any rule or guidance that bans hydraulic fracturing in the United States, and for other purposes.

(S. 3989) Landowner Easement Rights Act

The bill sets forth requirements for the renegotiation of a conservation easement at the request of an owner of land that is subject to a conservation easement that (1) has been in effect for longer than 50 years, or (2) was put into effect before 1977 without the creation of an official corresponding map. Interior shall notify such an owner of the owner's right to submit a request.

(S. 2433) The Federal Land Asset Inventory Reform Act
Requires the Secretary of the Interior to develop and maintain a consolidated inventory of all federally owned property to address maintenance backlogs and encourage transparency in land management.

(S. 1345) Comprehensive National Mercury Monitoring Act
This bill requires the Environmental Protection Agency (EPA) to establish a national mercury monitoring program. Under the program, the EPA must track and report on long-term changes of mercury concentrations in air, water, soil, and fish and wildlife. In addition, the EPA must establish an online database for mercury data.

(S. 1378) Animal Freedom from Testing, Experiments, and Research Act of 2021
To amend the Animal Welfare Act to allow for the retirement of certain animals used in Federal research, and for other purposes.

(S. 557) Native Plant Species Pilot Program Act of 2021
This bill establishes a pilot program for native plant species and a study on the cost-effectiveness of using native plant materials to carry out land management activities on federal lands.

(S. 654) Blue Ridge National Heritage Area Reauthorization Act of 2021
This bill extends through FY2036 the authority of the Department of the Interior to provide assistance for the Blue Ridge National Heritage Area in North Carolina and removes the limitation on the total amount that may be appropriated for the heritage area.

(S. 1251) Growing Climate Solutions Act of 2021
This bill authorizes the Department of Agriculture (USDA) to establish a voluntary Greenhouse Gas Technical Assistance Provider and Third-Party Verifier Certification Program to help reduce entry barriers into voluntary environmental credit markets for farmers, ranchers, and private forest landowners. A voluntary environmental credit market is a market through which agriculture and forestry credits may be bought or sold.

(S. 2168) Define WOTUS Act of 2021
A bill to amend the Federal Water Pollution Control Act to modify the definition of navigable waters, and for other purposes.

(H.R. 6229) Land and Water Conservation Fund Water Amendments Act of 2021
Authorizes the Department of the Interior to provide financial assistance for water quality improvement projects from amounts made available under the Land and Water Conservation Fund. 

(H.R. 2155) Toxic Health Threat Warning Act of 2021
Requires the Corps of Engineers to notify the affected communities when they are going to release water that contains cyanobacteria.

(H.R. 2156) PROTECT Florida Act
Requires the Army Corps to consider the implications on public health as they make management decisions for Lake Okeechobee. Prioritizes the elimination of cyanobacteria toxins.

(H.R. 2157) Stop Poisoning Florida Act
Prohibits Army Corps discharges from Lake Okeechobee to the east coast that have water testing at greater than 8 parts per billion microcystin - the level that the EPA has deemed unsafe.

(H.R. 565) South Florida Clean Coastal Waters Act of 2021
Requires the Inter-Agency Harmful Algal Blooms and Hypoxia task force to create a plan for reducing and controlling harmful algal blooms and hypoxia in South Florida.

(H.R. 1600) The Methane Emissions Reduction Act
Reduces methane emissions from flaring and venting natural gas during oil and natural gas production activities.

(H.R. 3078) Pipeline and LNG Facility Cybersecurity Preparedness Act
To require the Secretary of Energy to carry out a program relating to physical security and cybersecurity for pipelines and liquefied natural gas facilities.

(H.R. 6506) St. Lawrence River and Great Lakes Waterways Protection Act

To amend the Frank LoBiondo Coast Guard Authorization of 2018 to include the St. Lawrence River and other river systems in the scope of functions of the center of Expertise for Great Lakes Oil Spill Preparedness and Response, and for other purposes.

(H.R. 5670) Maurice D. Hinchey River Valley National Heritage Area Enhancement Act

To amend the Hudson River Valley National Heritage Area Act of 1996 to include all of Saratoga and Washington Counties in the boundaries of the Hudson River Valley National Heritage Area.

(H.R. 6936) Stamp Out Invasive Species Act

To provide for the issuance of a semipostal to benefit programs that combat invasive species. 


(H.R. 3128) American Fisheries Advisory Committee Act of 2021

Prohibits the Secretary of the Interior and Secretary of Commerce from authorizing commercial finfish aquaculture operations in the U.S. Exclusive Economic Zone except when existing law authorizes such action.

(H.R. 273) Prevention of Escapement of Genetically Altered Salmon in the United States
Prevents escape of genetically altered salmon in the United States by prohibiting commerce or possession of genetically altered finfish.

(H.R. 4613) American Grown Act
To require cut flowers and cut greens displayed in certain Federal buildings to be produced in the United States, and for other purposes.

(H.R. 4499) Maintaining and Enhancing Hydroelectricity and River Restoration Act of 2021
This bill allows a new tax credit for maintaining and enhancing hydroelectric dams that is equal to 30% of the basis of any qualified dam safety, environmental, and grid resilience enhancement property placed in service in a taxable year. It also allows a 30% credit for qualified obsolete river obstruction removal expenditures for demolishing and removing certain non-powered or hydroelectric dams.

(H.R. 2074) Indian Buffalo Management Act
This bill establishes a permanent program within the Department of Interior to develop and promote tribal ownership and management of buffalo and buffalo habitat on Indian lands.

(H.R. 1726) ANWR Act
This bill requires the President and the Department of the Interior to obtain the approval of Congress before implementing a moratorium on oil and gas leasing in the Arctic National Wildlife Refuge.

(H.R. 1189) Deepwater Port Parity Act
This bill authorizes the Maritime Administration (MARAD) to allow the construction of a deepwater port in federal waters off the state to which the port is to be directly connected by pipeline if the state developed an approved coastal zone management program and withdrew the program prior to January 1, 2012. Currently, a deepwater port may only be licensed by MARAD if the state developed, or is making reasonable progress toward developing, such a program. Alaska is the only state that withdrew its program before 2012. A deepwater port is any man-made structure other than a vessel that is located beyond state seaward boundaries and that is used or intended for use as a port or terminal for the transportation, storage, or further handling of oil or natural gas.

(H.R. 633) State National Forest Management Act of 2021)
This bill directs the Forest Service to convey to a state up to 2 million acres of eligible portions of the National Forest System the state elects to acquire through enactment of a law meeting certain criteria. Portions of the NFS conveyed to a state shall be administered and managed primarily for timber production. Sets forth conditions on changing the management of young-growth stands.

(H.R. 630) Polar Bear Conservation and Fairness Act
This bill directs the Department of the Interior to issue a permit for the importation of a polar bear part (other than an internal organ) from a bear taken in a sport hunt in Canada to any permit applicant who has submitted proof that the polar bear was (1) legally harvested by the applicant before the May 15, 2008, listing of the polar bear as threatened, and (2) harvested from an approved polar bear population. Interior must issue these permits without regard to limits on importing marine mammals with depleted populations.

(H.R. 629) MAST Act
This bill requires the President, before a national monument may be designated on public land, to obtain congressional approval and certify compliance with environmental review requirements. The bill prohibits the Department of the Interior or the Department of Commerce, with respect to any area of the exclusive economic zone that is designated as a national monument, from implementing any restrictions on the public use of such a national monument until the expiration of an appropriate review period providing for public input and congressional approval.

(H.R. 59) Strengthening Fishing Communities and Increasing Flexibility in Fisheries Management Act
This bill revises provisions related to fishery management activities and otherwise sets forth new requirements related to fisheries. The National Oceanic and Atmospheric Administration (NOAA) must publish every three years a plan to conduct stock assessments for any species subject to a fishery management plan. NOAA must also develop a plan for implementing cooperative research with fisherman and outside groups.

(H.R. 186) Explore America Act of 2021
This bill modifies and sets forth new provisions regarding the Preserve America Program and authorizes partnerships with gateway communities adjacent to units of the National Park System. The Department of the Interior shall offer to enter into partnerships with gateway communities, including Native American communities and National Heritage Areas, to leverage heritage tourism assets in order to strengthen the local economies and create jobs in those communities.

(H.R. 270) Genetically Engineered Salmon Labeling Act
This bill requires the market name of genetically engineered (commonly called genetically modified or GMO) salmon to include Genetically Engineered or GE in front of the existing market name.

This bill reauthorizes through FY2036 assistance from the National Park Service for the National Aviation Heritage Area in Ohio.


(H.R. 6944) EUROPE Act

This bill expedites approvals for natural gas exports to certain countries, imposes sanctions related to Russia, and addresses various energy-related issues.

(H.R. 6618) Advanced Nuclear Reactor Prize Act

To authorize the Secretary of Energy to make awards to cover regulatory costs relating to licensing certain first-of-a-kind nuclear reactors.

(H.R. 4082) The Wildland Fire Mitigation and Management Commission Act of 2021
Establishes a commission to study and recommend wildland fire prevention, land management, and rehabilitation policies.

(H.R. 2507) Making Access to Cleanup Happen Act of 2021
Directs the Natural Resources Conservation Service to develop a list of potential watershed rehabilitation projects and establish a procedure for additional pre-approved projects for the Emergency Watershed Protection program sponsors. Ensures a 25% sponsor match for expanded pre-approved activities.

(H.R. 6298) Make Energy Affordable Act

To direct the President to transmit to Congress a plan to address rising energy prices in the United States, and for other purposes. 

(H.R. 3896) Critical Minerals Access Act
Amends Better Utilization of Investments Leading to Development Act of 2018 to authorize support in high-income economy countries for critical minerals development when it is deemed in the interest of US national security.

(H.R. 1804) Community Cleanup Act
This bill expands existing notice and publication requirements related to remedial action plans for Superfund sites (sites contaminated with hazardous substances).

(H.R. 1546) Combating Online Wildlife Trafficking Act of 2021
This bill reauthorizes through October 7, 2026, and revises the Presidential Task Force on Wildlife Trafficking. The task force must develop recommendations and establish a working group to address wildlife trafficking online and on social media.

(H.R. 6235) Strategic Production Response Act

This bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production. 

(H.R. 3917) Making Aid for Local Disasters Equal Now

To ensure that a declaration for a major disaster or emergency is made on a timely basis, rural areas receive assistance, and for other purposes.

(H.R. 1073) Wildfire Wireless Resiliency Act
Exemption from environmental or historical preservation reviews for construction or rebuilding of communication facilities in wake of a major disaster.

(H.R. 1588) Hydropower Clean Energy Future Act
Modernizes the hydropower licensing process to promote next-generation hydropower projects.

This bill prohibits the importation of wood and related articles from Russia and Belarus. It also directs the Department of Interior and the Department of Agriculture to replace these prohibited imports with timber production on certain lands.

To amend title 54, United States Code, to reauthorize the National Park Foundation.

(H.R. 4614) Resilient Federal Forests Act
Expedites the NEPA processes to improve forest management on National Forest System lands, on public lands under the jurisdiction of the BLM, and restore overgrown, fire-prone Tribal lands.

(H.R. 2639) Trillion Trees Act
Establishes forest conservation practices through management, reforestation, and utilization that advance greenhouse gas sequestration.

To amend the Internal Revenue Code of 1986 to provide an additional deduction for the cost of certain materials purchased directly from a domestic smelter or processor.

(H.R. 4584) Healthy Forests for Hunters Act of 2021
To establish categorical exclusion for certain forest management activities relating to early successional forests and a categorical exclusion for certain activities relating to outdoor recreation, and for other purposes.

(H.R. 488) Saving America’s Mines Act
This bill bars the President, the Department of the Interior, or the Department of Agriculture from declaring a moratorium on or reversing any existing lease, permit, or claim, for the mining and extraction of any critical mineral or common varieties of sand, stone, and gravel on National Forest System or Bureau of Land Management land unless specifically authorized by statute or upon the lessee, permittee, or claimant's failure to comply with any of the provisions of its agreement.

To maintain the National Coal Council in the Department of Energy to provide advice and recommendations to the Secretary of Energy on matters related to coal and the coal industry, and for other purposes. 

(H.R. 4891) Net-Negative Carbon Dioxide Baseload Power Act

This bill requires the Department of Energy (DOE) to establish a net-negative carbon dioxide baseload power development and commercialization program focused on redevelopment of existing power sites and reduction of the economic impact from climate change policies. 

(H.R. 4153) Clean Energy Future Through Innovation Act of 2021

This bill establishes a variety of incentives and programs to reduce carbon dioxide emissions from the power sector, including incentives and programs to develop low- and zero-carbon power technologies, renewable energy technologies, and nuclear energy. 

(H.R. 3422) Water Quality Certification Improvement Act of 2021

This bill limits the authority of states with respect to water quality certifications. Specifically, the bill limits the authority of states to review federally permitted activities that may result in discharges into navigable waters. 

(H.R. 3282) Drinking Water Funding for the Future Act of 2021

To reauthorize funding for drinking water programs under the Safe Drinking Water Act and America’s Infrastructure Act of 2018, and for other purposes. 

(H.R. 1761) CCUS Innovation Act

This bill revises a Department of Energy loan guarantee program for carbon capture, utilization, and storage projects. Specifically, the bill specifies categories of projects that are eligible for loan guarantees, such as projects for developing infrastructure to enable carbon capture, utilization, or storage. 

(H.R. 1760) Carbon Capture Modernization Act

This bill modifies sequestration and other requirements for the qualifying advanced coal project tax credit.
